The Felmersham & Radwell Parish Plan - 2006
Communication

The Parish benefits from a long-established free newsletter, ‘The Ouse News’, published by the Parochial Church Council and delivered monthly to every household in the Parish.   All local organizations are able to report on past events and advertise future events at no cost.  Similarly, a widely acclaimed, informative and up-to-date Parish website, www.felmersham.net, has been in existence for several years allowing villagers to post news items and photographs as well as displaying village information.   There are also several Notice Boards situated within the Parish.  The Parish Plan Steering Committee used all these during the consultation phase.

Lack of understanding of the powers and responsibilities of the Parish Council Although a slim majority of respondents indicated they understood the powers and responsibilities of the Parish Council, there was a sizeable minority who did not. Felmersham & Radwell Parish Council should consider producing and distributing to all households a document which clearly states the statutory and advisory powers and responsibilities of a Parish Council as well as identifying those areas for which it has no jurisdiction.

Perception of poor communication from Parish Council Only a third of respondents thought the Parish Council communicated its activities sufficiently well.  At present, Parish Council meetings are advertised on the Notice Boards and website and Minutes are available in a display cabinet inside Pinchmill Hall Committee Room, which requires hire of the room for entry.  There are occasional reports in Ouse News. Felmersham & Radwell Parish Council should be encouraged to appoint a councillor with responsibility for effective communications.  Other ways of communicating meetings, issues, minutes, actions etc in formats that are more readily accessible to the parishioners should be considered.

Need to improve communication within the Parish Nearly three quarters of respondents cited ‘Ouse News’ as the means of obtaining information about Parish events but the second most important way was by word of mouth.  Flyers and Notice Boards came third equal.  Surprisingly, in this enlightened world of hi-tech and computer technology, only one in ten of respondents declared using the Parish website for event details. Review other local Parish magazines and their editorial practices to ensure Ouse News meets needs of parishioners.  Consider the provision of community computer internet resources.   Instigate an advertisement campaign for the local website.  Issue a guide and mentors for getting started on the web.  Propose training of ‘back-up’ helpers for ‘Ouse News’ and www.felmersham.net.  Encourage groups to advertise in ‘Ouse News’ and www.felmersham.net.

A few people also expressed a feeling that many clubs were too ‘closed’ to all members of the community, not knowing which organizations existed, where and when they meet, or the relevant contact details.  Several newcomers also complained of the lack of information.  Liaise with groups and produce an up-to-date list, for every household, with times, venues and contacts for anyone wanting to join.  Re-introduce the Welcome Pack for new arrivals in the Parish.
